Building a private compound in Nevada

Nevada has no individual income tax, vast open country and most of its land under federal ownership. Its defining constraint is water: half of its groundwater basins are fully or over-committed.

Water

Nevada follows prior appropriation through the Division of Water Resources. Domestic wells need no water-right permit, within limits: up to two acre-feet a year for one single-family home. Domestic wells are often the most junior water users in their basin, and during curtailment a metered domestic well may be limited to half an acre-foot a year. Generally, a domestic well cannot be drilled where public water can serve the parcel.

The Nevada Legislature has reported that half of the state's 256 hydrographic basins are fully or over-committed, and a quarter are over-committed by more than twice their perennial yield. Basin status is the first thing we check.

Rooftop rainwater collection from single-family homes for non-potable domestic use has been legal since 2017.

Building codes

Nevada does not adopt a statewide residential code for private homes; the state's adopted codes apply to state projects. Counties and cities adopt their own. Rural requirements vary, and we confirm them for each site.

Climate and growing season

Nevada spans zones 4a to 10a, from cold high desert in the north to hot desert in the south. In the Carson Valley around Minden, the frost-free season runs about 106 days. Water, not cold, is usually what limits food production.

Hazards

Drought and wildfire are the most frequent billion-dollar events in NOAA's records for Nevada, with flooding close behind wildfire on cost. Extreme heat and earthquake are also part of the state's risk profile.

Our view

Nevada suits clients who want space and low taxes, but only on land whose water is secure. We favor properties with senior rights in basins that are not over-committed, and design for heat and water efficiency from the start.

This guide is general information, current to October 2026, and not legal, tax or water-rights advice. Water and building rules change and vary by county and basin. We verify every requirement for a specific parcel with the responsible agency before purchase.
