Water
Utah follows the prior appropriation doctrine: first in time, first in right. Water rights and well drilling are administered by the Utah Division of Water Rights under the State Engineer. Utah has no exempt domestic well. A new well needs a water right and approval to drill, and approval can take months. As a planning example, the state has described about one acre-foot a year as covering a home, a couple of livestock and an eighth of an acre of irrigation.
Rainwater harvesting has been legal since 2010: up to two covered containers of 100 gallons each without registration, or up to 2,500 gallons total with a free registration, used on the same parcel.
Building codes
Utah adopts a statewide construction code, so unincorporated counties enforce it too, and local governments cannot impose stricter rules than the state code. The current residential code is based on the 2021 International Residential Code. For an underground compound, that means engineered plans and inspections from day one, which we build into the schedule.
Climate and growing season
Utah spans hardiness zones 4a to 9a, from mountain valleys to the warm southwest corner. In northern valleys like Cache Valley, the frost-free season runs from roughly 113 to 158 days depending on location, which makes a four-season greenhouse essential for a year-round food plan.
Hazards
Earthquake leads Utah's hazard planning along the Wasatch Front, followed by wildfire, severe weather, dam failure and flood. In NOAA's billion-dollar disaster records for the state, drought and wildfire are the most frequent events. Site selection puts distance between the estate and mapped faults, floodplains and wildland fuel.
Our view
Utah rewards buyers who solve water first. A property with a senior, well-documented water right, or an existing permitted well, is worth far more to a compound than a larger parcel without one. Utah's statewide code and low property taxes make it a predictable place to build.
